The horrific consequences would only arise when, after decades of war, they finally returned home to start a family.

There is no compensation for these damaged children, or their children's children. The compensation culture prevalent in Western society is alien to the Vietnamese anyway. They accept their fate with quiet dignity, without bitterness, and hold on to their ancient beliefs in reincarnation. Surely the next life will promise better things.
