Hazarajat, whose regional capital is Bamyan, is located in Central Afghanistan some 100 km west of the capital city Kabul. Because of an embargo in punishment for supporting the Northern Alliance held against the ethnic Hazara by the Taleban since the summer of 1997 the region has recently emerged as a new crisis spot. Hardly any United Nations' food aid has reached mountainous Hazarajat.

The UN warns of impending famine if the aid does not get through. A heavy winter in 1997-98 with heavy snowfall followed by flash floods in the spring destroyed farmland and killed sheep and donkeys necessary for survival, making the situation even worse.
