EVER THE FIGURE of controversy, Libyan Leader Colonel Muammar Gaddafi's charm offensive, aimed at reconciliation with the global community, reached new heights of oddity and extravagance in November 2002.

Not content with being nominated chairman of the UN Human Rights Commission, despite his atrocious record of human rights abuses, nor playing host to a prestigious soccer tournament – the Italian Super Cup, he became host of the first Miss Net beauty pageant, a first for Libya and as far as is known, the world's first to be held on the internet.
